India and Israel on Thursday signed multiple Memoranda of Understanding (MoUs) spanning cultural cooperation, geophysical exploration, fisheries and aquaculture, digital payments, and advanced education initiatives, following delegation-level talks between Prime Minister Narendra Modi and his Israeli counterpart Benjamin Netanyahu.
The agreements mark a significant expansion of bilateral engagement, with both countries announcing the elevation of their relationship to a “Special Strategic Partnership,” a move described as historic by the Indian Prime Minister.
Partnership Elevated to Special Strategic Status
In a joint press statement, Prime Minister Modi described the India–Israel relationship as rooted in “deep trust, shared democratic values, and profound human sensitivities.” He stated that the partnership has stood the test of time and continues to evolve in response to contemporary global challenges.
The decision to elevate ties to a Special Strategic Partnership signals a formal deepening of cooperation across political, economic, technological, and security domains.
Mr Modi recalled that he became the first Indian Prime Minister to visit Israel nine years ago, describing his current visit as both a matter of pride and personal significance. He emphasized continuity in engagement and underscored the importance of strengthening institutional frameworks for collaboration.
Prime Minister Netanyahu, in his remarks, said both nations are innovation-driven societies. He described India and Israel as ancient civilizations determined to shape the future through technology and cooperation, adding that joint efforts would amplify mutual strengths.
Agreements Across Multiple Sectors
The MoUs exchanged between the two sides cover diverse sectors, reflecting a broad-based expansion of cooperation:
Cultural Exchange
An agreement was reached to enhance cultural engagement, facilitating exchanges in arts, heritage preservation, academic collaborations, and people-to-people interactions.
Geophysical Exploration
Both countries agreed to cooperate in geophysical research and resource mapping, potentially strengthening collaboration in natural resource exploration and energy-related scientific research.
Fisheries and Aquaculture
An MoU in fisheries and aquaculture aims to promote technical exchange, sustainable marine resource management, and joint research initiatives.
Digital Payments: UPI Expansion
A key development announced was the agreement enabling the use of India’s Unified Payments Interface (UPI) system in Israel. The move is expected to enhance digital financial connectivity between the two economies and facilitate smoother transactions for businesses and travelers.
Education and Artificial Intelligence
The two countries also agreed to collaborate on advancing education through the use of Artificial Intelligence (AI). This includes potential joint research initiatives, innovation partnerships, and technology-driven academic programmes.
Launch of Critical and Emerging Technologies Partnership
Prime Minister Modi announced the establishment of a Critical and Emerging Technologies Partnership between India and Israel.
This new framework will focus on strategic cooperation in:
- Artificial Intelligence
- Quantum technologies
- Critical minerals
- Advanced innovation ecosystems
The initiative is expected to provide structured collaboration mechanisms for research institutions, startups, and industry stakeholders in both countries.
Officials described the partnership as aligned with global technological shifts and strategic supply chain considerations.
Joint Position on Terrorism
Addressing security issues, Prime Minister Modi reiterated that India and Israel share a common position that terrorism has no place in the world. He stated that terrorism, in any form or manifestation, cannot be accepted.
He noted that both nations have consistently stood together in opposing terrorism and its supporters and will continue to do so.
Prime Minister Netanyahu echoed the sentiment of strategic alignment, underscoring shared security concerns and cooperative approaches.
Gaza and Regional Stability
On regional issues, Prime Minister Modi stated that India’s position remains that humanity must not become a victim of conflict. Referring to ongoing efforts related to Gaza, he said a path toward peace has been created through diplomatic initiatives and that India has supported such efforts.
He emphasized that India will continue dialogue and cooperation with all countries in pursuit of stability and peaceful resolution of conflicts.
No detailed operational roadmap regarding regional diplomatic engagement was announced during the press interaction.
Strategic Context
India and Israel have steadily expanded ties since the establishment of full diplomatic relations in 1992. Over the past decade, cooperation has intensified across defence, agriculture, water management, cybersecurity, and high-technology sectors.
The elevation to a Special Strategic Partnership formalizes an already robust relationship and places technology-driven collaboration at its core.
The inclusion of emerging technologies and digital infrastructure within the bilateral framework reflects both nations’ emphasis on innovation-led growth.
What Happens Next
Officials from both sides are expected to operationalize the newly signed MoUs through working groups and institutional mechanisms.
Implementation timelines and sector-specific action plans are likely to be detailed in subsequent diplomatic engagements.
The visit is expected to further consolidate India–Israel cooperation across strategic, technological, and economic domains, with both governments signaling sustained high-level engagement in the coming months.
