India and Brazil on Saturday signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation in the postal sector, with a focus on digital transformation, financial inclusion, and inclusive service delivery.

The agreement was signed by Jyotiraditya Scindia, Minister of Communications, Government of India, and Frederico de Siqueira Filho, Minister of Communications of Brazil. The signing took place during the State Visit of Luiz Inácio Lula da Silva to India.


Framework for Strategic Postal Cooperation

The MoU establishes a structured framework for collaboration between the Department of Posts, India, and Brazil’s Ministry of Communications. It seeks to enhance strategic partnership and promote knowledge exchange across multiple dimensions of postal administration and service delivery.

Officials said the agreement reflects the intent of both countries to modernise postal systems in line with evolving market demands and technological advancements.


Key Areas of Collaboration

Under the agreement, India and Brazil will cooperate in several areas, including:

  • Exchange of best practices in postal policy and operational management
  • Strengthening universal service obligations and addressing systems
  • Digital transformation initiatives, including e-commerce logistics
  • Development of postal financial services
  • Capacity building, training programmes, and technical exchanges
  • Joint strategic projects of mutual interest
  • Coordination in multilateral platforms such as the Universal Postal Union (UPU)
  • Promotion of South–South cooperation

The partnership will be implemented through official exchange visits, joint workshops, training programmes, and structured information-sharing mechanisms.


Focus on Digital and Financial Inclusion

India is expected to share its experience in large-scale postal reforms, including integration of digital services, expansion of e-commerce logistics networks, and citizen-centric public service delivery models.

The MoU also aims to enhance financial sustainability and operational efficiency of postal operators in both countries, particularly in a rapidly evolving global logistics and digital ecosystem.


Duration and Implementation

The agreement will remain in force for an initial period of five years, with provisions for automatic renewal. It will be implemented in accordance with the respective laws and regulations of both countries.


Broader Strategic Context

The postal cooperation agreement adds to the growing India–Brazil Strategic Partnership. Both nations, regarded as prominent voices from the Global South, have been expanding collaboration across economic, technological, and multilateral platforms.

Officials described the MoU as a step toward leveraging postal networks as instruments of economic growth, financial inclusion, and last-mile connectivity.
