Prime Minister Narendra Modi met Prime Minister of Bhutan, Tshering Tobgay, in New Delhi on Tuesday. Prime Minister Tobgay is in India to attend the India-AI Impact Summit 2026.

According to an official release issued by the Press Information Bureau (PIB), the two leaders reviewed the progress of bilateral cooperation across multiple sectors, building upon the outcomes of Prime Minister Modi’s visit to Bhutan in November 2025.

Review of Development Partnership

During the meeting, Prime Minister Tobgay expressed appreciation for India’s continued support to Bhutan’s 13th Five Year Plan. He also acknowledged India’s backing for the Gelephu Mindfulness City Project, a major developmental initiative of the Bhutanese government.

Both leaders reaffirmed their commitment to deepen cooperation in priority areas including energy, connectivity, and development partnership. India has historically been Bhutan’s principal development partner, supporting infrastructure, hydropower projects, and institutional capacity-building efforts.

Officials noted that the discussions reflected continuity in the structured and long-standing engagement between the two countries.

Strengthening Cooperation in AI and Digital Technologies

Given the context of the India-AI Impact Summit 2026, emerging technologies featured prominently in the talks. The Prime Ministers agreed to enhance collaboration in artificial intelligence and the digital technology domain.

The proposed cooperation includes mutual sharing of experience and technical expertise, as well as joint development of AI-based solutions tailored to governance, service delivery, and sustainable development objectives.

In a post on social media platform X, Prime Minister Modi described the meeting as constructive and highlighted discussions on leveraging artificial intelligence for global good, in alignment with sustainability principles.

Energy and Connectivity

Energy cooperation remains a central pillar of India–Bhutan relations, particularly in hydropower generation and cross-border electricity trade. The two leaders reiterated their intention to further strengthen this partnership.

Connectivity initiatives—both physical and digital—were also discussed as key enablers of economic growth and regional integration.

Unique Bilateral Relationship

India and Bhutan share a longstanding and distinctive relationship characterized by mutual trust, goodwill, and close people-to-people ties. Regular high-level exchanges have remained a hallmark of bilateral engagement.

Officials stated that Prime Minister Tobgay’s visit continues the tradition of close political dialogue between the two neighbors.

No New Agreements Announced

No new agreements or memorandums of understanding were signed during the meeting. However, officials indicated that cooperation frameworks discussed would be advanced through existing bilateral mechanisms.

Follow-up consultations at ministerial and technical levels are expected to operationalize the areas identified during the talks, particularly in artificial intelligence collaboration and development partnership projects.
